Engaging Youth Volunteers in
Parks and Recreation

V
olunteers in Billings, Montana, are active supporters of parks,
trails and public spaces. There are advocates from dog lovers
to disc golfers, like so many other park and recreation districts
around the country. Sustaining and engaging a sense of volunteerism
in youth brings a different set of challenges. Young people are driven
by many factors, including commitments to school, family, part-time
work and socializing.
Partnering for Impact
In 2023, Billings Parks and Recreation
set goals to form a Youth
Parks Board to gain input from the
community on expanding opportunities.
The department has successful
programming for youth ages 6 to
12 and employs teens starting at age
14 for its summer programs. The
gap in programming for youth ages
12 to 14 is an issue staff wanted to
address by engaging youth voices.
As staff ran into dead ends and
empty leads, they were approached
by Youth Volunteer Corps (YVC)
about joining their international network
of service-learning organizations.
Many of the YVC affiliates are
hosted by nonprofit organizations
and schools, growing grassroots
projects in their communities. Additionally,
there are a few municipalities
that run YVC programs through
parks and other departments.
The leadership team at YVC
supports affiliates with training, a
database of service-learning lessons,
guides for in-school programs,
grants and fundraising opportunities,
and so much more. The network
provides a range of experience
and programming, with peer support
and guidance from leadership.
Youth Engagement
After internal discussions, park and
recreation staff determined that by
growing youth engagement in Billings
first, a group of youth leaders
would emerge from successful programming.
This is truly a synergistic
opportunity for the department
to leverage existing volunteer funds
with established programs. This
continuum of youth programming
up through engaging youth in volunteerism
will be a catalyst for growth
for the city's young people.
The YVC leadership team was
excited to learn about new programs
offered with adaptive recreation,
serving
athletes
in
the
Miracle
League and Love Serving
Autism. Staff are excited to pair
this youthful energy with the free
summer activity program, Rec2U,
in parks across the city.
In fall 2024, staff engaged the
first group of YVC high schoolers
in the annual " Refresh the
Rims " trails event. The program
is facilitated by local trail guides,
involving more than 100 volunteers
working across more than
five miles of land atop a natural
rimrock landform in Billings.

about the importance of conservation,
outdoor safety and protecting
natural areas for public
use. Staff were thrilled to start
with a group of 19 high schoolers
and plan to engage more
youth in programming and further
leadership opportunities
throughout the city.
All throughout the YVC network,
youth involved in servicelearning
projects are doing more
than just cleaning up parks and
trails. They are building leadership
and life
skills, working as
a team, connecting service with
classroom learning, and making a
lasting impact on their communities.
We encourage you to start a
YVC program in your own community
to inspire the next generation
of leaders.
